A well-known Chinatown businessman in Philadelphia faces years in prison after being indicted in a ticket fixing scheme along with several judges, reports Philly.com,
Federal authorities called Robert Moy the king of Chinatown ticket fixers. They say Moy was part of a system that steered traffic cases to friendly judges. Using code words, those friendly judges would know which cases to give favorable treatment. The defendants, according to prosecutors, would have their cases dismissed or would be found not guilty.
Moy advertised in a local Chinese newspaper that he could guarantee no points or fewer points against a defendants driving record. Moy maintained to Philly.com that he is innocent.
“If your friends came to you for help, what would you do?” he asked. “People who live in glass houses shouldn’t throw stones,” he said. “I didn’t do anything.”
Nine current or former judges have been charged with conspiracy and fraud.
