ACLU Demands Investigation into “Brutal Attack” by Police of Laotian American Driver

Anthony PromvongsaThe American Civil Liberties Union Minnesota is demanding an investigation into what its calling a “brutal attack” of a Laotian American motorist by officers.

Dash cam video released by the ACLU Thursday shows an off duty officer approaching the vehicle with guns drawn after it was pulled over on suspicion of driving aggressively. One of the officers with his pistol out goes to the driver’s side while another officer goes around to the passenger side.

The whole thing is caught on video. The officer screams.

“Get the F*ck out of the car, motherf*cker. Show me your f*cking hands.”

Without hesitation,the officer swings open the door and drags Anthony Promvongsa, 22, out of the car.

“Officer (Joe) Joswiak has yet to be disciplined, meanwhile Anthony has been charged with multiple felonies related the incident,” said the ACLU in a statement. “The ACLU is calling for Officer Joswiak to be held accountable for his brutal attack on Anthony Promvongsa, up to and including termination and prosecution.”

The incident happened last July in Worthington, MN.

According to the Pioneer Press, Promvongsa is accused of aggressively swerving his vehicle toward officers and threatening other officers earlier that morning.

“I was literally blindsided with this unnecessary attack,” said Promvongsa in a statement to the Star Tribune.”I immediately pulled over for the Worthington squad car, and before I know what was happening, I was beat and ripped from my vehicle.”

Police cautioned not to jump to conclusions.

“The video, viewed in a vacuum, shows only a short segment of the incident.” Authorities said it was “inappropriate to comment further,” citing the ongoing investigation.
