A decades-long movement by Native Hawaiians to form their own sovereign nation is gaining momentum.
The Washington Post reports a proposed new constitution is ready for a ratification vote, although no date for such a vote has been set.
Leaders first want to raise $2.5 million. Previous efforts at approving a constitution have been doomed by both a lack of funding and support. A ruling by the Interior Department last year allows Native Hawaiians to form their own sovereign government, a right afforded Native Americans, but until now excluded Hawaiians.
Some have blamed problems of homelessness and poverty Native Hawaiians face on the lack of sovereignty. In 1993, a joint resolution in Congress apologized for the overthrow of the Hawaiian monarchy.
Any sovereign government formed would have a formalized relationship with the United States and other former governments.
“Before you go about establishing a relationship with another government, you want to establish sovereignty for yourself,” said Michelle Kauhane, one of the authors of the proposed constitution. “Whether anybody recognizes us or not, there’s nothing that prevents us from standing up our government, enforcing our laws and exercising our sovereignty muscles. Folks get very wrapped up in discussing the destination without building the vessel. As a result, nothing gets done and we remain oppressed.”
