90 more people have been arrested in a fake university sting, bringing the total of foreign born students arrested to 250, even as some question the legality of the scheme carried out by Immigration and Customs Enforcement.

The University of Farmington in Detroit had no staff, no teachers and no classes, but the Department of Homeland Security set up the operation to go after people suspected of immigration fraud, reported the Detroit News.

Bill Hing, a professor of law and immigration at the University of San Francisco and the general counsel for the Immigrant Legal Resource Center told Newsweek ICE is bordering on entrapment.

“I do think [the students] have a good argument that they would never have done this if they knew that what they were about to enter into was somewhat fraudulent. I think that’s going to be a problem for the government,” he said.

Both the Department of Homeland Security and an accreditation agency listed the university as legitimate.

Most of those arrested have been deported, according to the Detroit Free Press. The paper also reported the university collected millions of dollars from the students.
