149 organizations, along with more than 1200 individuals, have signed on to a letter to Ohio Governor Mike DeWine (R) urging him and other public officials in the state to condemn racist attacks against Asian Americans and Pacific Islanders in the wake of the coronavirus pandemic.
“As all Ohioans have now experienced increasing levels of anxiety, fear, and uncertainty about their safety and economic stability, we need to hear from public officials about the need to unite and face this crisis together, rather than allow fear and stereotypes to divide us,” the letter reads. “We need our leaders to reflect on their role, acknowledge how implicit bias impacts the essential work of public health, and be thoughtful in their words and actions. We need leadership grounded in truth and committed to openly opposing racism in any form.”
Groups ranging from the Ohio AAPI Democratic Caucus to the United Way of Cleveland and the Children’s Defense Fund have endorsed the letter.
“Throughout American history, we’ve seen immigrants and communities of color unfairly targeted in times of national crisis. We want Ohio to be on the right side of history,” said Tessa Xuan, Chair of OPAWL( Ohio Progressive Asian Women’s Leadership), a non-profit dedicated to building feminist leadership in Ohio.
At least 350,000 Ohioans have Chinese, Asian, or Pacific Islander heritage. The signees expressed concern that silence from most elected officials sends a “message of ambivalence.” They described rhetoric from some leaders as stigmatizing communities of color while fueling mass hysteria

(We) stand in solidarity with our Asian American, Pacific Islander community in denouncing the recent acts of violence and discrimination taken against our fellow Ohioans. We urge our local, state, and federal policymakers and all people to stand against racism in all its forms. We must emerge from this public health crisis together and united.”

Ohioans Urge Public Officials to Break Their Silence on COVID-19 Racism
1,350+ Ohio Organizations, Individuals, and Elected Officials Call on Ohio Leaders to Speak Out Against Rise in Anti-Chinese and Anti-Asian Racism
A diverse coalition of 149 Ohio organizations and over 1,200 individual Ohioans, including 20 elected officials, signed on to a public letter urging Ohio public officials to take a stand against the increase in racist attacks and discrimination towards Chinese and Asian/Asian American/Pacific Islander (AAPI) communities. The letter was sent to Governor DeWine, state legislators, local city council members, and other public officials.
This is the first letter of its kind that has received such widespread support in Ohio. The letter states that the rise in anti-Chinese and anti-Asian violence and stigma demands urgent action from Ohio’s public officials, causing harm to immigrant and refugee communities while undermining critical public health efforts. “Throughout American history, we’ve seen immigrants and communities of color unfairly targeted in times of national crisis. We want Ohio to be on the right side of history,” said Tessa Xuan, Chair of OPAWL. “Our leaders need to actively combat racism against AAPI children and adults, many of whom are on the front line of the pandemic working in our hospitals, restaurants, and grocery stores. Ohioans of all races have come together to urge our state’s leaders to stand against racism as we all work to fight COVID-19. The health and wellbeing of all Ohioans and our future generations depends on it.”
Silence from Ohio’s public officials allows racist rhetoric and violence to spread unchecked, making our communities less safe and undermining our collective efforts to address the rapidly evolving crisis. At least 350,000 Ohioans have Chinese, Asian, or Pacific Islander heritage. Only a small number of elected officials in Ohio have publicly spoken out against COVID-19 related racism. We hope this letter urges a wider response of solidarity against discrimination in our state.
The spread of racialized violence and stigma is likely to grow and worsen. Yesterday, the online reporting forum Stop AAPI Hate shared over 650 racist acts experienced by AAPIs over the last week. Ohioans need to hear public officials denounce the fear and stereotyping that divides us, and embolden Ohioans to unite and face this crisis together. We need leadership grounded in truth and committed to openly opposing racism in any form.

Thank you for your leadership during this unprecedented crisis. On behalf of the undersigned organizations and individuals, we urge you to call for unity in our communities and to publicly speak out against the increase in racist attacks and discrimination against the Chinese and Asian/Asian American/Pacific Islander (AAPI) community in the wake of the global coronavirus pandemic.
Across the country we have witnessed countless incidents of violence, verbal abuse, profiling, and discrimination targeting Chinese and AAPI communities in connection to COVID-19. For months, locally owned restaurants, salons, and stores in neighborhoods like Cleveland’s historic AsiaTown have seen a steep drop in customers and suffered financial hardship since fear and stigma related to the outbreak first began spreading. Working-class AAPIs in retail and hospitality have faced workplace discrimination on top of reduced hours and income loss. In San Fernando, CA, a 16-year old Asian American boy was hospitalized after being physically attacked because he was accused of having the coronavirus. In Plymouth, IN, two Hmong American men were denied service at hotels under the false assumption that they were carrying the coronavirus. In Midland, TX, a Burmese American man and his young son were both stabbed in a racially motivated attack. These incidents are happening here in Ohio as well, where children have been bullied and told that they should be quarantined solely because of their Chinese heritage.
We are concerned that the overwhelming silence from the majority of public officials in Ohio regarding these hateful acts sends a message of ambivalence. We ask you to speak out in order to curb this violence and display solidarity with immigrant and refugee communities impacted by the recent rise in COVID-19 related racism. At least 350,000 of our fellow Ohioans have Chinese, Asian, or Pacific Islander heritage. History has shown us that when politicians use stigmatizing rhetoric that effectively scapegoats communities of color, they fuel mass hysteria that leads to harm and violence against vulnerable children, families, and entire communities. Throughout U.S. history, AAPIs have been unfairly targeted due to mass hysteria, from the racist “yellow peril” ideology that targeted Chinese and Asian immigrants as an existential threat in the late 1800s, to the incarceration of 120,000 Japanese Americans during WWII, to the murder of Vincent Chin in 1982, to the anti-Muslim bigotry and violence impacting South Asian and Arab Americans today. Continuing to stay silent allows racist rhetoric and violence to spread unchecked, making our communities less safe and undermining our collective efforts to address the rapidly evolving crisis which threatens us all.
As all Ohioans have now experienced increasing levels of anxiety, fear, and uncertainty about their safety and economic stability, we need to hear from public officials about the need to unite and face this crisis together, rather than allow fear and stereotypes to divide us. We need our leaders to reflect on their role, acknowledge how implicit bias impacts the essential work of public health, and be thoughtful in their words and actions. We need leadership grounded in truth and committed to openly opposing racism in any form.
We urge you to partner closely with Ohio AAPI community leaders to take tangible steps to fight against COVID-19 related racism:
- Release a public statement against anti-Asian and anti-Chinese stigma;
- [City council and state legislators only] Pass a resolution denouncing racism and discrimination;
- Commit to regular outreach, virtual town halls, and consultation with AAPI community organizations to engage in authentic relationships with impacted communities;
- Disseminate public education and digital messaging that combats racism against people of Chinese, Asian, and Pacific Islander descent;
- [State legislators only] Pass emergency legislation to fund and establish the Ohio AAPI Affairs Commission.
We ask that you act quickly to mitigate the effects of racialized stigma and violence rooted in fear and misinformation, and to bring a credible voice to the real threats to the long-term health and wellbeing of Chinese and AAPI communities in Ohio and across the U.S.
We believe the instances of discrimination and physical/verbal attacks across the country are likely to grow and worsen in the coming days and weeks. Ohio has already been a step ahead of other states in its response to COVID-19 and we believe it should be a step ahead in addressing COVID-19 related racism as well. We stand ready to do our part in fighting against racism while supporting the needs of our communities.
