Minnesota Man Charged with Attempted Kidnapping

A Minnesota man faces attempted kidnapping charges after allegedly chasing three children in St. Paul last week, KSTP 5 reports.

Maplewood resident Sun Oo, 31, approached two girls while they played in their neighbor’s yard, CBS Minnesota reports. According to the criminal complaint, he asked for a cigarette and patted his groin.

The 6-year-old girl and 11-year-old girl had been playing with a 9-year-old boy KSTP 5 reports. Oo tried to grab the boy, who ran away. As they ran toward the 6-year-old’s house, Oo grabbed the 11-year-old.

The mother of the 6-year-old girl says she noticed a man holding her 11-year-old niece at the doorway. She yelled at Oo and followed him as he fled.

Police received a call from the mother around 3:20 p.m., but when they arrived, Oo was gone. The mother called again two hours later, having seen Oo enter a house near her street.

Police took Oo into custody but were unable to interview him because he exhibited “bizarre and aggressive behavior,” CBS Minnesota reports.

Oo faces four charges of attempted kidnapping. He is also facing a pending charge of domestic assault for an assault on his 17-year-old sister last July, KSTP 5 reports. There is also a pending civil case against him.
