New York Governor Kathy Hochul signed a bill Saturday making the “miracle child” of murdered New York Police Officer Wenjian Liu her biological father.
S.4350-A/A.7028 ensures that Angelina Liu will receive the benefits she is entitled.
A gunman shot and killed Liu and his partner Detective Rafael Ramos while they sat in their patrol car in December 2014. Liu’s wife Pai Xia Chen asked doctors to preserve her husband’s sperm and two years later, she gave birth to Angelina through the use of in-virtro fertilization.
However, the Social Security Administration considers the child “non-marital” meaning Angelina would be ineligible for benefits unless the state law was changed.
“The case of Angelina and Wenjian Liu is an extraordinary one for which special considerations are necessary,” Governor Hochul said in a statement. “I am proud to ensure that Angelina Liu receives the benefits she is entitled to, and I hope with the signing of this legislation that Angelina and her family are able to remember Detective Liu in peace.”
According to the New York Post, state lawmakers unanimously passed the bill last week. The Social Security Administration did not consider Angelina Liu’s biological child because Liu did not give his written consent.
“Detective Liu’s family suffered an unspeakable loss, made worse by an outdated state law that did not consider his posthumously born-daughter Angelina to be his,” said State Senator Andrew Gounardes in a statement. “I am incredibly proud that we were able to right this wrong.”
Assemblymember Peter Abbate said the law would help “Detective Wenjian Liu daughter remembers the sacrifice and service her father made to our community.”
