An investigation by the Oakland Police Department has determined that Mayor Jean Quan was not on her cell phone while driving at the time of a crash last month, reports the Contra Costa Times .
The accident happened shortly after pictures appeared in news reports of Quan on her phone while driving, a violation of California law.
Police said it concluded that neither driver was on the phone when the two cars collided, but police also said it could not determine if either driver ran a red light due to conflicting reports.
Quan in a statement reiterated that she was not on the phone during the crash.
