Yes, Chinese are the only race in this country ever to be banned from entering.
But no, affirmative action does not exclude Chinese Americans, or any Asian Americans from top universities. It is not equivalent to the Chinese Exclusion Act, says Kent Ewing, despite all the rhetoric.
According to Ewing, a writer based in Hong Kong, to exclude race as a factor in admissions is to deny the historical discrimination that all minorities continue to face.
The playing field is not level.
